The most recently approved MFF covers the period 2014 \u2013 2020.<\/li>\n<li>The EU budget is debated and passed by the European Council and the European Parliament, at the request of the European Commission.<\/li>\n<li>The objectives and priorities of the EU are reflected in the distribution of the community budget. Here, it is possible to see how more and more resources have been allocated to innovation and how the main European funds that finance projects of general interest have gained ground with respect to funding destined to agriculture.<\/li>\n<li>For the period 2014 \u2013 2020, these priorities form part of the\u00a0<a href=\"http:\/\/europa.eu\/legislation_summaries\/employment_and_social_policy\/eu2020\/em0028_en.htm\" target=\"_blank\" rel=\"noopener\">Europe 2020 Strategy.<\/a><\/li>\n<li>Another of the new developments for this period, which is in line with the current tendency for austerity, is that for the first time the EU has reduced its budget by 3%.<\/li>\n<li>In relative terms, the budget represents approximately 1% of the GDP of the EU.<\/li>\n<li>The compilation of the EU budget basically depends on three sources of income:\n<ul>\n<li><strong>Traditional Own Resources:<\/strong>\u00a0these derive from the customs duties that are levied on importations into the EU and the tax on sugar and isoglucose.<\/li>\n<li><strong>Value Added Tax:<\/strong>\u00a0the member states cede a very small part of the VAT that they collect.<\/li>\n<li><strong>Gross National Income:<\/strong>\u00a0the EU tries to collect a percentage of the GNI of each member state.<\/li>\n<\/ul>\n<\/li>\n<li>On the other side there are the main items of expenditure of the community budget:\n<ul>\n<li><strong>Sustainable growth<\/strong>\n<ul>\n<li><strong>Competitiveness for growth and employment:<\/strong>\u00a0costs relating to research and development (<a href=\"http:\/\/europa.eu\/legislation_summaries\/energy\/energy_efficiency\/n26104_es.htm\" target=\"_blank\" rel=\"noopener\">framework programmes<\/a>), education and training, EU networks, social policy, the internal market and its associated policies.<\/li>\n<li><strong>Cohesion for growth and employment:<\/strong>\u00a0this is based on the Cohesion and Structural funds. The objective is to reduce regional disparities and to favour regional development.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Conservation and management of natural resources:<\/strong>this part of the budget covers the Common Agricultural Policy, the Common Fisheries Policy, rural development and environmental measures.\n<ul>\n<li>Costs related to the market<\/li>\n<li>Direct payments<\/li>\n<\/ul>\n<\/li>\n<li><strong>Citizenship, freedom, security and justice:<\/strong>\n<ul>\n<li><strong>Freedom, security and justice:<\/strong>\u00a0the part of the budget dedicated to justice and home affairs, to the protection of borders and to policy relating to immigration and asylum.<\/li>\n<li><strong>Citizenship:<\/strong>\u00a0this includes the costs associated with public health, consumer protection, culture, youth, information and communication with citizens.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The EU as a global player:<\/strong>\u00a0expenditure on the external actions of the EU (development, humanitarian aid, foreign policy and joint security, the European Neighbour Policy) and the costs of pre-adhesion).<\/li>\n<li><strong>Administration:<\/strong>\u00a0the costs associated with the workings of the European institutions.<\/li>\n<li><strong>Compensation:<\/strong>\u00a0parts of the budget used to compensate some member countries relating to specific situations that do not arise every year.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<\/ul>\n<\/div>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.20.2&#8243; these objectives are:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>75 % of the population between 20 and 64 years old should be employed<\/li>\n<li>3 % of the GDP of the EU should be invested in R+D<\/li>\n<li>En<span>\u00a0<\/span><a href=\"http:\/\/europa.eu\/legislation_summaries\/energy\/energy_efficiency\/en0002_en.htm\" target=\"_blank\" rel=\"noopener\">\u00ab20\/20\/20\u00bb<\/a><span>\u00a0<\/span>objective should be achieved with relation to climate and energy (including an increase to 30 % in the reduction of emissions if conditions allow this)<\/li>\n<li>The percentage of early school leavers should be less than 10 % and at least 40 % of the youngest generation should have completed higher level studies<\/li>\n<li>20 million fewer people should face the threat of poverty<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<div class=\"indent\">\n<p style=\"padding-left: 40px;\">What should the EU spend its budget on in order to achieve these objectives?<\/p>\n<\/div>\n<p style=\"padding-left: 40px;\"><span class=\"age\"><span style=\"color: #99cc00;\">\u00a0<\/span><\/span><\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;2_5&#8243;
